Maybe he's doing a favor for Harbaugh. Getting an NCAA executive who used to be an AD to go along with Dungy and Harbaugh is pretty significant .

This is also inaccurate. There are multiple factors as to why USF is a stepping stone job for the foreseeable future--you can't blame solely the lack of attendance.
