FAU got badly needed on campus housing in the form of private dorms and had a naming rights deal before the student body revolted against administration and the deal got nixed, naming came after the stadium was built. Beyond land and naming rights the only other resources I can think of are philanthropic gifts, state money (doubtful). I do not think USF would want a huge bond offering as they are not forced to build an OCS like FAU was. The only way I see USF having their hand forced into an OCS is if a big 5 conference had it as a condition of acceptance.

Doubtful. No way Hillsborough county lets one of their biggest tax generators off the tax rolls for a stadium.
