I think the vote was unanimous for him to contact schools and discuss their interest.  As far as I know there was no vote about actually expanding.

"Big 12 commissioner Bob Bowlsby said the decision to further explore expansion and examine individual candidates was a unanimous decision by the 10 chancellors and university presidents on the board of directors. The issue was placed to a formal vote, and no member of the board objected or abstained, according to the commissioner.

“I think this continues to be exploratory, but it is clearly another step forward and one that our board felt very good about,” Bowlsby said. “On this one, we took a vote and everyone was supportive of it.

ECU is not up selling so much as outright lying.  They should stick to some vestige as truth to stay remotely credible.

I dont care who they invite as long as USF is one of them. That said, rivalries always make sports better and I would hope that ucif tags along if they expand to 14. It wouldnt break my heart if they are left to die a slow death in the AAC.

I see a lot of suggesting articles of a 14 team league, but I've never heard anything out of the big 12 saying 14. Anybody see a quote that they are looking to potentially add 4?

I don't believe they've given any details about anything at this point.

But if they decide to expand to 71 teams I think we're in!
