I have a feeling this is a bit tongue-in-cheek ... I'm sure they probably do want to hire Herman but that would be an extremely narrow-minded and short-sighted reason to give for not expanding.  There are literally dozens of reasons one could give for not expanding before this one.

If you're USF, you have to believe that. Or that the Big Ten will eventually expand to 16, creating openings elsewhere. Or what's the use?

So, I'm just guessin' that Plan-B is to continue to tread water for the next decade or so when the Four-Of-Sixteen comes to fruition? Is that right?  

Interesting phrase "or what's the use". When I read that, it sounds like we either get to that side of the velvet rope, or ....... . What happens if we're sentenced to G5 life without parole?
