Will USF need to take less people of lower socio economic status to meet this updated 4yr graduation rate?  Is that what the legislature wants?

Yes. To hell with you if you need to work part time and graduate in 6 years, or mommy and daddy couldn't afford set up a 529.

They will not allow any university to reach FSU or UF funding.

The reply I received:

It's good to hear from you. Thank you for reaching out.  The current requirement for pre-imminent status (passed in 2016) is a 6-year graduation rate of 70%. USF is currently at about 66%.   Based on the current criteria, USF would have likely qualified for pre-imminent status within the next few to several years.  To be clear, however, they would not have qualified this year.

Earlier this Session, a new criteria was suggested, a 4-year 50% graduation rate.  USF's current 4 year graduation rate is just over 50%, so the expectation and hope was that USF would achieve pre-imminent status this year.  This proposed new criteria, however, was never passed and did not become law.  In the final stages of the budget conference process, the Senate increased the percentage of the proposed new  criteria to a 60% 4-year graduation rate.  By comparison, the 4-year graduation rates for FSU (61%) and UF (65%) do meet the new criteria.

I expect that USF will meet this criteria in the very near future.  Thank you again for contacting me.

They should add: "However, we do plan on moving the requirements again just as soon as it appears USF will reach the current benchmark."

Exactly, and the legislature is so corrupt and gerrymandered they even ignore the constitutional amendments to quit gerrymandering. You literally can't vote the representatives out. They've carved out permanent seats.

It seems, after a quick skim, that Brian Lamb's understanding differs from the politician's.

Once we reach the markers they will change it again as long as FSU and UF have met them. Once we reach the 60% mark for 4 year graduation rates they will change them to 65% as long as FSU and UF are at 65+%. This will be a never ending process until we get more representatives from USF in the senate and house to help fight back. Has USF considered opening a law school as this could be a way to get more representatives?

I just said this here at USF today. We need a law school so we can get the representatives that have a terminal degree from USF.

Of course the legislature would fight that as well.
