The more in think about this, he has been in college 4 years. By staying at USF and possibly earning a degree this winter he could potentially be a grad transfer and play immediately anywhere. Don't know if his original transfer here would affect that though.

True but being placed on the medical scholarship means you are off the team. And I believe there is a a rule in place so you will never be on the team again. The rule is to stop teams from moving guys on and off the medical list and circumventing the 85 total scholarship rule.
