In addition, I believe that he is the highest ranking coach who has been on staff since 2020 - that gives him some better familiarity with the players and vice versa

True, but Kelly didn't rule anyone, including Gruden, out.  He is too professional to do that right now.

What if he really is the next equivalent of Jose Fernandez, and you pass up on him.

I doubt he gets the full time gig. Larry Scott went 4-2 as interim at Miami and didn't get the job. ADs want splash hires to get the fan base excited again and wash their mouths of the bad taste from the prior regime. Whether the new coach wants to keep any staff members is on him.

Washing out the bad taste of failure  and replacing with with wins should be very high on Michael Kelly's list.

Agreed, I’ve gotten the impression that Kelly wants a guy who is an easy sell to the fanbase and an interim who was here Scott’s entire tenure would leave a lot of people uneasy. Ive seen the Willie Simmons chatter but I’d be surprised if the guy isn’t one of these 5:

Dan Mullen, Tom Herman, Deion Sanders, Jamey Chadwell, and Matt Rhule.

He said all the right stuff especially having fun in these last games.  This avoids the cloud of doom hanging over.
