Correct.  The ranking is based on total points, which the number of signees factor into.  Not necessarily the quality.

Better than some here were expecting. Of course, we won't know how good this recruiting class is until they actually start playing. One of our best ever recruits was George Selvie, who I believe was a 2 star.
