The plan has a lot of structure and detail in it. If the projected/mentioned start date is still Spring?? Imagine it would be done by next winter. It would be surprising and quite the accomplishment if they got it done sooner. Hopefully, it wouldn't drag into next year. Maybe the construction will be much quicker than the fund raising phase. 

Realistically, the IPF could be functional way before the rest of the football center.

True.  I'm surprised that they didn't plan do build it in 2-3 projects so they could get the IPF going first. But then, they are getting the big $$ to figure all this out.

I don't think they've ruled out phases, we may see IPF come first.

They have ruled out phases, per se.  That doesn't mean that the IPF won't be functional before the entire project is complete.
