I actually have one of those bills. It is the absolute definition of "not worth the paper its printed on."

Realistically, how long should it take to construct the IPF once ground is broken?

The plan has a lot of structure and detail in it. If the projected/mentioned start date is still Spring?? Imagine it would be done by next winter. It would be surprising and quite the accomplishment if they got it done sooner. Hopefully, it wouldn't drag into next year. Maybe the construction will be much quicker than the fund raising phase.
