Probably cheaper to just open the upper level up .... but I really don't think it would be needed.

We have a team that has only proven they are middle of the pack above the bottom.... all we have played is the worst teams in our conference and college football. 

 

Our best wins are 3-5 (1-3 conf) Temple and 3-4 (1-2 conf) Tulane.

Putting seats on both plazas adds about 9,000 to the capacity so that would take the lower bowl to about 51,000.  I seriously doubt that it's cheaper to add those seats rather than just open up one side of the upper level.  That just involves labor for a couple concession stands, a few more security and cleaning afterwards.  Installing those temp seats has to cost a bundle.

It's hard to stay undefeated in college football, especially if we are the, "middle of the pack" as you stated.  If we didn't beat Temple and Tulane they'd be 4-4 (2-2) and 4-3 (2-1) respectively.

I'd be satisfied with a FULL lower bowl, whatever that number is.

As for the "fringe fans" comment, I think you might be mistaken THIS year.

Since UF, FSU and the Bucs aren't doing so well at the moment, some of their fans might be inclined to watch TWO ranked teams, with the winner going to the Peach Bowl against a ranked P5 team.

I could see the band wagon filling up, under such circumstances.
