Schools like UCF and USF are funding their programs in hopes of getting into a P5 (or P4 if it comes to that) in which the investment will have been worth it.  If either program fails to get called up to the big boy leagues in the next round of realignment then there will be some serious re-thinking of the athletic programs.

The good thing that both programs have going for it are large enrollment so they can spread the wealth.
