It has been said that the new OC didnt have much say in the play calling. Why does USF even need an OC when CWT takes over. What good OC would want to come to USF and be handcuffed? Harlan will have to straigten this out with CWT. I don't think this happens. I don't think ADs are in the business (in most cases anyway) of telling coaches how to do their job. The AD is concerned with wins and losses, not how we get there. It's going to be up to Taggart to figure out how we get there. Harlan isn't going to hold Taggart's hand. Call the plays and run the offense he wants. 100% on the mark. He could hire Kelly, Payton and McCarthy tomorrow and the offense would only marginally improve if he controls it. This is true. So either coach changes his plans on offense or he better hope his players play better than seniors they replace or he is fired next year. Simple as that.
