IT is either that or they will be looking to break away all together and creating a "new division 1". "Everybody seems to understand what the high-budget schools need, and there's an increasing recognition of what the small-budget schools need." USF would be considered a small budget school and treated as one. http://espn.go.com/college-sports/story/_/id/10121476/power-conferences-seeking-more-autonomy-ncaa

Each Power 5 school makes $20M/yr to USF's $3M/yr. They use a fraction of their riches to pay players. How would the non-Power 5 schools have any shot to compete on the recruiting trail. AAC is DOA Sheesh, My whipping boy Doug may prove to be a genius for not rushing into a stadium project and merely refurbing the sundome. Maybe he sees the train already left the station. I don't see the NCAA letting these guys start a defection revolution, so they'll probably get what they're asking for. We'd be wrestling for all the 3-star scraps at that point. Any type of breakaway would bring lawsuits coming from every direction. They can create their own subdivision, thats possible, but will have to set "rules". Any "rules" they set will have to be set low enough for the Dukes/Pitts/Iowa St, etc.... to stay. Rules that low will still allow the AAC, MWC, and possibly CUSA to still be a part of that new subdivision.

Allow non-P5 schools to give stipends as well, voluntarily. Then if you are the big Fish in the small pond you will get the best of the rest. It would almost force the P5 let you join the club. The stipends will be peanuts compared to the value of other services/scholarship. The stipend is what? Maybe $5K a yr? That's less than the cost of each traveling team player in a year. Athletics would take a major hit, Most Donors would stop donating to the school, (not interested in seeing the teams compete against the likes from the non power schools on regular basis). Attendance would continue to drop and the school would bleed money from the athletic programs. 1

I don't see how this would meet Title IX compliance.
