If you go with Memphis and Tulsa as teams 13 and 14, then you get a West Division that looks like this (assuming BYU):

BYU

Boise

Air Force

Houston

SMU

Tulsa

Memphis

The old BE schools plus UCF and Navy make up the East Division

I'm starting to see Tulsa mentioned more as an option for the 13th or 14th slot along with Memphis.

Yep, my Neice is an MTSU Alum. The Nashville/Smyrna/Murfreesboro area is beautiful and full of Historic Sites to visit.

UNLV gets TONS of coverage. almost everyone in vegas bets on them. we'd get a lot of coverage being part of their schedule.

You need a "Wester Team" to balance out the schedule:

USF Boise State

Rutgers L'ville

UConn Houston

UCF SMU

Cinn Air Force

Navy 12th Team

If you pick up Army, them move UCinn to the west.

Only reason to add them... another reason would be that the Air Force-Army game would also be a conference game... with the Commander in Chiefs trophy being a Big East tradition / trophy.

The only problem with that is they would have to move the game from when they play it, which is something both programs might not be too willing to do.
