You can't let one school leave early and not allow the other to go as well.

Why not? The BE votes to allow only one to exit early with a major penalty.  Let Cuse, Pitt and the ACC determine which one.  That will cause a little drama with their new league and benefits the BE.

I wish ND would just step up, join for football and save the conference.

no we dont' want cuse included in the next bcs evaluation for football.

why not? I'd assume they have different contracts with the BE.

Everyone in the BE is contractually obligated to allow 27 months notice before they can leave for another conference.  Pitt and Cuse both gave their notice, so they are bound equally under that rule.  

If anyone leaves early, it will be both, because the BE will find someone else to replace them, or the conference will be terminated.  There will be lawsuits and continued negative press if one is allowed to leave early and the other isn't.  Plus if a conference picks and chooses who has to abide by the bylaws, that could serve as a deterrent for other teams to want to get into the conference.

Yeah seriously, the delusions these people have is mind boggling.  

What delusions.  Both UCF and USF are seriously in talks with the Big 12.  Not saying it's going to happen...but they will evaluate it.  They won't take USF or UCF alone.  It's either both or none...you have to understand this.  USF isn't a household name to hold up on their own that far away from the rest of the conference.  They're also more open minded than the Big East was.
