In all fairness, Rutgers experienced a pretty big step up in competition. I would venture to guess that their facilities are towards the bottom of the Big 10. Their tradition and fanbase certainly are.

Yup. An appropriately- sized on-campus stadium with a better game-day environment will most definitely recruit better players than playing in a half-empty, cavernous stadium with the wrong colors that belongs to someone else.
