JSU is doing a stadium renovation right now that involves attaching dorms to the stadium and it looks like that got them 80 million, which they are using to expand the stadium as well. Wonder if we'll have any dorms attached, even if they're athlete only Training centers from USF would be a stretch for the use of PECO funds. They have to be generally available classroom or faculty offices. (Coaches are not faculty). FAU built their stadium along with a bunch of other buildings... that doesn't allow for state funds, but it makes debt service easier - the retail and residence halls can help offset the stadium revenue shortfall. Basically when the state issues bonds for constructions - for any purpose - there has to be a source of revenue to pay the monthly payments... basically like a bank asks you to prove your income for a mortgage... If we think about a stadium... there are various sources of revenue. Some USF has already with RayJay - ticket sales, donor levels, some parking fees, limited advertising revenue (on the scoreboard or the banner wraps) - and others USF doesn't have - naming rights, fixed signage advertising, concessions, ticket surcharges, rental fees for other events. Figure any existing revenue streams will be used for athletic operations, but the new revenue streams could be tapped into for deb service... and remember, USF has to pay interest on the bonds, like you do with a mortgage. Jim Johnsons breakdown of things seems pretty in line with what he was saying regarding CITF and what not. Says in terms of fundraised cash we'll probably need around 50-60 million, not the whole 250 million.
