Happened a few times late in the game, don't know how the refs missed it. - on offense, we are getting the snaps off so fast that the defense isn't getting their substitutions off the field in time. It doesn't happen at all if we didn't get that penalty on our last drive, clock would have kept running. With 8:20 left in the 4th quarter, Navy ran the option to their right. After the QB crossed the line of scrimmage he tossed the ball forward to the option back. No call. It was an illegal forward pass. It's easy to lead the nation in fewest penalties if they ignore the rules when you have the ball. Re the original post there was one play when a back appeared to be going toward the line of scrimmage.
