Hillsborough County has ambitious plans for the area around USF. It is in the process of a multi-million dollar study to transform that area into an innovation district that would attract established and upstart companies and young, talented workers.

The more I read, the more it's clear that whenever USF decides to build an OCS, it will have to come on that big square bordered by Fowler, Fletcher, Bruce B. Downs and 50th streets.

Operative word.  Again, the county will use the proximity to USF to sell it.  That doesn't mean USF will benefit.
