Ask yourself why he would say something about USF? I was unaware that there was this huge pent-up demand for another playing venue not on USF's campus. As I understand it, there's plenty of room down 'bout Ruskin or out towards Plant City that could also house the new USF stadium. I guess it's some sort of fig leaf for the Rays digs. You know...like adding po-lice and firetrucks to a tax to build a stadium. Pretty sure OCS, in this sense, translates to Off Campus Stadium, something we all yearn for...
