Is he going to go down as the only USF QB to have a perfect rating for a season?

Scott and co haven't had one high school season the recruit yet.

Regardless of stats (and that -9 was due to the sacks he took from a questionable line) one could look at his mechanics and see he is the real deal. He gets five more years in this conference and we will see him twice. Not blaming Scott at all. In terms of being from Florida I guess one got away. On a positive note, at least he knows how many downs he has unlike some other Tampa QBs.... My point on the Tulane dude is that he has a strong arm and showed more talent (although inconsistent) than what I have seen so far this year from USF.
