Why would a Texas booster be taking Charlie Strong to Tampa?

To push him out over the Gulf

It is Taggart's moral and ethical duty to do everything he can (within other ethical bounds) to win Oregon a national championship. Turning down interest from Strong only because USF is interested would not be living up to his obligation to Oregon. Any obligations to USF ended with the buyout.

And as a USF fan my duty is to hate him for it.

Did I miss this, or did we consider hiring Strong before Holtz?  Did I remember correctly that Louisville grabbed Strong before we did?

We hired Holtz the year before Strong was hired by Louisville i believe.

The timing was off.  Louisville fired Kragthorpe before we let CJL go.  So he took the job before we had a chance to talk to him IIRC.

Someone on twitter said generally CFB coaches only go to the cities after contract negotiations are basically settled over the phone. Is this true? If so we could be looking at our new coach in a few hours

Usually is ... agreed in principle.

We fired  CJL way too late in the process I believe Strong was in place already before our opening was even created.
