Eh ... I think if you're trying to say the latter, it's best if you just say the latter. Blame and fault assume some sort of "wrong" or "accident" happened. When two cars crash, they have an accident, and it's usually someone or both parties' faults. If you say either "I don't blame Taggart" or "I don't fault Taggart," both assume a wrong not explicitly mentioned, but it's choosing not to be upset for the wrong or accident. CWT should absolutely be blamed (he made the decision, it's his responsibility) and faulted (he didn't accidentally accept the job) for his move to Oregon. Me personally, I don't believe he was wrong to accept the job, so the best way to communicate that is, "I hold no grudge against CWT for moving to Oregon." THAT is what a true wordsmith would say.
