blame - I assign CWT all responsibility for CWT's move to Oregon.

Eh ... I think if you're trying to say the latter, it's best if you just say the latter.  

Blame and fault assume some sort of "wrong" or "accident" happened.  When two cars crash, they have an accident, and it's usually someone or both parties' faults.  If you say either "I don't blame Taggart" or "I don't fault Taggart," both assume a wrong not explicitly mentioned, but it's choosing not to be upset for the wrong or accident.

CWT should absolutely be blamed (he made the decision, it's his responsibility) and faulted (he didn't accidentally accept the job) for his move to Oregon. 

Me personally, I don't believe he was wrong to accept the job, so the best way to communicate that is, "I hold no grudge against CWT for moving to Oregon."  

THAT is what a true wordsmith would say.

Wordsmiths have a variety of obligations, one is continuity. I completely agree that you expressed it the way it should have been expressed to avoid confusion. My charge was to replace a word with a word and 'fault' was the fit for that sentence.
