One of the comments (not blocked by the pay wall) indicates that it is Bench.

What's the point? I'm pretty sure he's eligible this year. Bench, who completed 2-of-7 passes last year as a true freshman, will stay at Penn State through the rest of the spring semester. Since Bench was a member of Penn State’s 2012 recruiting class, he will be able to transfer to any school he wants without having to sit out a year thanks to the NCAA’s modified transfer rules in light of the sanctions against the program. http://collegefootballtalk.nbcsports.com/2013/04/24/qb-steven-bench-will-transfer-from-penn-state/ Edited May 2, 2013 by Bull-by-Marriage

If he has to sit out a year, how does that help with depth for 2013? Edit: some say he can play right away ... my question then would be moot. Practice under a guy who coached Tom Brady and transfer after getting as much wisdom as you can while still being able to start immediately wherever you go. I personally thought Ferguson looked better in the Blue White game, and he knows Hackenberg is the future of the program.

I mispoke, he has until the start of the 2013 season to transfer and play immediately...After that he would have to sit out a year. http://chicago.cbslocal.com/2012/07/25/hoge-clarifying-the-penn-state-transfer-rules/
