We're certainly NOT going to get the top recruits without asking/offering.

I would put a coach on one or two of the top sophomores in Florida, offer them a scholly today and stay on them until they commit or put a restraining order the coach, then change coaches.

 

Coaches are not allowed to contact recruits until their Junior year.

Neither.  Most likely the college coach told his high school coach that there was an offer "waiting" for him.  Football coaches can have some contact with players before their senior year, but it is limited and technically the coach cannot really give any formal offer in writing like they can once the student is a junior.
