No matter how many timeouts you have left, you can only use 1 in the last 45 seconds. On your team's 3rd foul (and beyond) in the last 60 seconds of the game, the team fouled on gets 2 points and inbounds the ball. Done. Let's move on. The biggest problem is that it gives the losing team a chance to win by breaking the rules of the game. It is the only game where you can win by breaking the rules. WTF? Why have rules then? That is absolutely ridiculous. The NBA tried to fix this problem by instituting a 3- point shot but that hasn;t worked. It is time to try something else. A foul refers to illegal personal contact or unsportsmanlike conduct on the court or sidelines of a game. Every foul violates a rule, but not every rule violation counts as a foul. Therefore, fouling at the end of a game does in fact violate the rules. It is time to try something else. The NBA had some rules back in the day to penalize teams for excessive fouling. One was, when in the penalty, the shooter got 3 chances to make 2 on a shooting foul. 2nd foul in the last 2 minutes of a game (maybe 1/2) resulted of putting a team in the penalty.
