This does not read like "hey" here is the other info you asked for.  The first page very much looks like an introductory letter of interest.

I've thrown away better cover letters than this. Got to be a red herring. "High, top-end?" It sounds like something that comes from a high-school business class.

I agree, but that maybe the point. We just don't know.

I don't think this is anywhere near the first encounter. This could be nothing more then a logistical part of what every program has to send to the B12 for a face to face meeting to be granted.
