If I won $900m I would donate the rest of the money needed for the IPF, buy University Mall and tear it down, build a stadium complete with tailgating lots, name it after myself, and then give it to USF as long as they keep it named after me and give me 25% of all ticket sales and concession sales for the life of the stadium

Agree OP, pretty happy to have what we have. Used to be that we found ways to lose in the second half, now we somehow we find ways to walk away with the W and a demoralized opponent.

If I won I would tell Mike Kelly that if he publicly starts an OCS fund that I would match the donated amount at the end of the year. Plus a  10% endowment into the general athletics program.

Before I cashed in a winning ticket I would call accountants, lawyers and USF Foundation.  I can't imagine needing more than 5 million for us and that much for our daughter.  After that, IPF and OCS.  So you take the cash which is usually around half, $450 million, pay the taxes of whatever rate (we'll use 35%).  That would leave a bit under $300 million.  Should be plenty to get it done.  In the past my first goal would have been to buy out Harlan.  Now that that is out of the way the IPF and OCS would be priorities.

I will not lie, i'd take the payments. I'd also desinate one of my kids to get any payments left in the event I pass before the 20 th payment. The IPF would be paid off and the OCS funded while still leaving me with a sizable anual winfall.
