So money doesn't always continue to flow

I am very familiar with the college football recruiting world (was recruited out of highschool, have some friends that played at various colleges around the country). Coaches get a recruiting budget. They give players money from this budget to show recruits a good time in an effort to get them to choose their school. The players take this money and buy alcohol, escorts, hookers, drugs, etc.,  and then pocket whatever they don't spend. So we can try to pretend that Louisville is some disgusting college without any integrity because they got caught, but the only difference between them and any other major university with a football or basketball team is that they got caught. 

Not saying any of this is right, but it happens.

Was never recruited so I have to ask.  They hand you cash?  I thought they spent money taking them to Busch Gardens, out to eat, etc. But never thought cash was exchanged.

They give the players that are already at the school cash to show the recruits a good time. In my experiences, I was never handed any cash as a recruit. It would not surprise me if that happened though. A lot of the larger schools give recruits gear (shirts, shoes, etc.).

I was talking about Louisville, not Rutgers.  Might seem like a dumpster fire now, but all those problems can be fixed.

Give USF that money and the draw of being in a P5 conference and USF will compete in short order.

L'ville, Pitt and 'cuse have had top tier teams in the past.  BC had a short run - maybe back in the Flutie days.
