Needs to have a minimum base capacity of 48,454, and expandability to 90K eventually.

Just announce we are going to build it pending fundraising and location.  Just like the govt announced man missions to Mars.  Who cares if it takes 10 years, just make the announcement.  Shiit worked for the IPF apparently.

You were talking about the 60K ocs being some part of a golden key to getting into a P5. IF that's even true, the P5 won't fall for some "announcement" so it would have to be a mutual commitment .... which is all I was saying.
