IIRC, back in the old Big East days, each participating team was allocated X number of tickets (probably 5,000 or so) which they had to sell, and this was how they received the funding for travel, swag, etc. If they weren't able to sell them all, the school still had to come up with the money to pay the Bowl for them, which meant the school actually lost money on the bowls in many cases. The conference itself got TV money from the networks, which, in the BE case, was more-or-less equally distributed to all the teams to help cover these losses.
