Culpepper was a legitimate Heisman candidate almost 20 years ago for UCF.  You can do it with the right player.

Finished 6th in the voting ... definitely says you can do it anywhere.

Reynolds finished 5th. It was more of a lifetime achievement award for him, then for one great season.
