I am sure the answer is there somewhere, but don't really get why UCF gets to pay them $1000 more than we are, about.

They aren't.  USF is paying 4,500 (read the footnote in the CBS sports article, and UCF is paying 4,900 and change.  400 dollars is not 1,000 dollars.

It would logically be more expensive to attend UCF. That school is essentially a diploma mill. They admit huge numbers of students to inflate revenue; if anything, I am surprised their COA isn't even higher than that in comparison with ours.
