Touchback! He was inside of the zone and touched a ball before someone else touched it

College the ball has to break the plane. Can't throw it out before it touches like NFL. Doesn't matter if guys feet were in end zone

Nope.  If the player is touching the goal line and the first to touch the ball, it is a touchback.  Unless he re-establishes himself back into the field of play.

If the rule wasn't in place he still would have downed it easily. He obviously knew about the rule and that he could be in the end zone.
