Birmingham was trying to get a domed stadium built for events and mainly UAB football games, but I believe that idea fell apart. Many fans from USF went to that stadium and they vowed never to go back to that dump again.

To be honest, the sight lines in Toronto don't look too bad....it looks like they rotates the seats from a home plate centered configuration to one where seats align to make parallel sidelines

They do indeed rotate the seats. Half of the lower deck is on motorized platforms that slide over. It's kind of a neat thing to watch in person... I saw it when I was a kid, when the then-SkyDome first opened.

Doesn't matter, won't be a bad seat in the house, they will be lucky if 15,000 actual people show for that game.  Over/under on the International Bowl existence 3 years.
