They also won because of patience with a coach, which is tough to do these days. Fritz had 1 winning regular season in his first 6 seasons and was 2-10 the year preceding the Cotton Bowl year ...

Call it an "Academic Fee" and then spend it anywhere they want.  It's just a label.

Kinda like "Infrastructure Building Plan", whatever helps it to pass...
