Might be her wish, dunno, but she's over 65 and might not be thinking to stay in the game another 5 years. USF would be wise to hedge that bet IMO. I hope she'll get 5 more one-year contracts, though, if things stay on their current course.

She stated in the article that she "Bleeds Green and Gold" and would have signed a five year deal if it was offered.

My question is, what genius decided that changing to a one year contract is better than a five year contract when that person exceeds every goal you have laid out by such a wide margin?

The answer is in the article, the "genius" is the Board of Governors. See the excerpt below, which is from the article:

Genshaft's previous contracts were for five-year periods. Mullis explained that the Board of Governors indicated in late 2015 that it was "not favorably disposed" to approve any contract for a sitting president that extended beyond one year.

"We can agree or disagree with the sense of that guidance," said Mullis, noting that Genshaft's re-appointment is contingent upon confirmation from the Board of Governors.

It was a rhetorical question...

Have talked to kids that have gone to other FL State schools.  They said they wouldn't know the president of their universities if they hit them over the head with a 2 x 4.  Seems like all the USF students know Judy.  Love her - and her husband.  Great people.

Totally agree about Judy.  She seems to be everywhere supporting her students.  I only wish we'd make a new commercial so people don't think of us as a "regional" powerhouse but a "global" powerhouse.

Actually, I believe that USF alone with the combination of a Big 12 Schedule would be able to pull the appropriate numbers in Florida within a year or two.

Probably the same might be said for either team, but there can be no denying that the combo if the two would allow for a big influence in the Florida market.
