I may be wrong but I think they hire contract workers to do some of the work.  A friend that used to work for USF Athletics may still be doing it.  Have lost touch over the last couple of years.

but still, unless there's stuff still not out, not why sure it had to be drug out this long ..... It is the NCAA, though.

I don't think it is until the NCAA signs off on it, unless I'm misunderstanding the article ...

USF already has self-imposed three penalties: a $5,000 fine, withholding a coach from off-campus recruiting for 50 days (Oliver Antigua) and a reduction from 13 to 12 scholarships (last season). Whether the NCAA levels further penalties remains to be seen.

Oliver Antigua quit because he initially lied to the investigators and tried to cover it up. Had he come clean without lying he might still be here depending on if Antigua ended up getting canned.
