if this was not happening we would be hearing about other possibilities, that we are not is hopefully a good sign. 

The sooner they get a decision the better as the quiet period starts Monday. New coach needs at least a few day to talk to commits and offers.

So if Strong is getting 2/$10mil from Texas and is due half his salary from us if he signs, why not just sign him $5? Hell, I'll pay his USF salary for the next years and personally write that check to Texas for $2.50.

Clearly it's the intricacies of this grey area that's partially responsible for this hold up.

Some interesting tidbits in this article...apparently Martin came to rep Texas and make sure USF isn't low balling. Haven't read Texas contract but I wonder how much influence they can impose on the contract negotiations so that Texas doesnt lose money?
