Ah, the whose best all time question.  Almost always impossible given differences in eras, rules, competitions, surrounding cast, etc.  As an old timer, not relying on any fancy statiscal analysis but only the "eyeball test", for long-range effectiveness in games I would say:

 

Charlie Bradley

Doug Aplin (I know, before the 3-point line, but still deadly from the outer fringes)

Redenko Dobras

Gotta go with Bradley. best career 3 point percentage. man that guy was fun to watch as a kid. he could hit from anywhere on the floor. led the country in scoring for a good part of a season.

Bradley definitely played some years without the 3 point line. Imagine how many points he would have had if the 3 pointer was there for his whole career.

i looked it up in the media guide on a year by year basis.  Sun belt must have only experimented with the three point line during the 1982-1983 season.  Of the 4 seasons that Bradley played at USF, that was the only year they show listed with any 3 point attempts for any player.  

 

CB's 3 point attempts year by year:

 

1981-1982  0-0               .000%

1982-1983  46-107           43%

1983-1984  0-0              .000%

1984-1985  0-0             .000%

 

I really don't remember,  but my guess is that the three point arc was only in effect for conference games.  Maybe for home non-conference games, but probably not for the full schedule.
