It is not a personal foul, but the referees could asses a technical or flagrant 2 if they felt that it was intentional or overly malicious 

Considering that is at least the second time that he has done that, I would not be surprised if he gets T’d up if it happens again

Good eye! These are definitely k pop moves. Different from standard disco or electronic dance music moves. I see you know your k pop well
