The CFP board has to formally vote, but the Management Committee has already made it's recommendation.  The change will be formally approved when the CFP Board meets in January.

Getting into the acc (that only loses fsu and clemson, maybe 1-2 more) is the only thing that could save usf football.

The article you posted on NCAA .org is the current situation... and yes it does require unanimous support, which everyone expects to happen.
