I really don't see why the Big 12 couldn't have a sports network.  Cut Texas out of the proceeds and obviously don't show the games they own.  But more likely there would be an agreement between Texas and the Big 12 network to either allow both to show some/all of those games, or give some of those to the Big 12 network.  You can always negotiate a deal when money is invovlved.
