Yea except how many P5 programs do the #1 and #2 most populous States have?

California: Cal, Stanford, UCLA, and USC

Texas: Texas, Texas Tech, Texas A&M, TCU, Baylor

One has four, the other has five. 

Florida had four at one point, but the state could support 5 P5 programs.
