what is this announcer smoking? what does he mean by wasn't a legal try?

His phrasing is definitely effed up. But he means the ball never hit rim and the shot clock shouldn't have reset.

Late in the NCSU game, they almost let us back in by taking the air out of the ball.

 

I hope COA continues to play to win, rather than playing not to lose
