now if a private company wants to build it at their cost on state land that sounds like a fair deal for all

Closer to the reality of it, they love them some football here and the state sees it as an investment in the future. People come to TX football games much more reliably than some other places--it's less dependent on winning here, and more about the experience. Houston in particular is swimming in petroleum revenues, but the state is clearly invested in football since 2009:

I don't want taxes paying for another stadium... Especially, after the RJS
