i looked up the answer…it's because the ball was already in the air before the foul occurred.

I asked USF Athletics on facebook and they agree said it was called after the shot was in the air, although that was not the case.

Just watched the replay. The foul was clearly after the ball left the shooter's hand and before it got to the cylinder.

Definitely a rare call. Usually they just ignore contact after the ball is released. Didn't see it but it must have been significant.
