Don't you fill out a roster with players you think will complement what you already have?

Not necessarily. If you have trouble getting the players you want, you may have to go with some players you don't necessarily want just to get a full roster.

Many have complained about how many players we had this year that were not good. Yet, when anyone criticized them when they were first recruited, the answer was often about trusting Jose. I believe coaches, including Fernandez, will not always get the players they want. But at the same time, they need to get a full roster. I don't think that we can assume that every recruit is a good recruit.

That being said, if Piper is filling the role that Gonzalez had, it may be an upgrade.

This early in the process, I don't think you're just filling out your roster with players you don't necessarily want ...
