I was told my feeling was silly. Imagine we'll need to pay the original firm $10 million or so for work completed. $350 million better build us a palace with shade and comfortable seats. Think the concern might be what we are getting for that money; hence, the comment about control of the design and cost. Which is somewhat odd that the current firm wouldn’t have be able to accommodate such a request. The wording from the spokesperson definitely is a bit of PR fluff. Not saying it's the end of the world, far from that. But my guess is that for what USF wanted feature-wise, the contractor wouldn't be able to meet it price wise.
